mac recovery usb flash drives?

I was browsing blind bargains and the garage sale board, as I usually do even though I don't buy anything, and saw three mac book computers listed on the two. They all talked about recovery usb drives. What are these? I don't think I've seen them.

A bootable USB drive from which you can run recovery from, if you're unable to boot from your hd for some reason, or if you wish to reinstall OS X.

OK. I was wondering about them since one didn't come with my mac. I suppose that you buy them separately from the computer.
